Cartel Alfa is urging the rapid adoption of measures to ensure Romania’s energy security and protect jobs in the sector, according to Forbes.
Criticism of energy policies
Union representatives warn that accelerated shutdowns of energy capacities and layoffs without adequate social protection amount to “masked deindustrialization”. The organization, representing over 600,000 workers, highlights a lack of coherence and vision in government energy policies.

Proposals to stabilize the system
Key demands include restarting certain capacities within Complexul Energetic Oltenia, seen as essential for system stability.
Cartel Alfa also proposes:
- enabling large industrial consumers to purchase energy directly from producers
- limiting fuel and gas exports to prioritize domestic supply
- reducing VAT and excise duties on fuels to ease economic pressure
Legislative context
The union notes that while the EU promotes a gradual energy transition, Romania is moving forward with rapid closures without viable alternatives.
Meanwhile, the government is preparing an emergency ordinance that would declare a crisis on the oil market, introducing export restrictions and capping commercial margins at 50% of the average over the past 12 months.
