Bucharest to commission external audits for Termoenergetica and STB

Bucharest’s General Council is set to debate a proposal on Thursday to procure external audit services aimed at conducting a diagnostic review of the financial, operational, and managerial situation of Termoenergetica and STB, according to Economedia.

The explanatory note states that both companies have accumulated substantial debts to suppliers and the Romanian state, which “burden the companies’ budgets and jeopardize service continuity.” The audits are intended to identify the sources and exact amounts of financial losses, enable recovery, and correct the mechanisms that led to them.

For Termoenergetica, the district heating system is described as being in an “advanced state of degradation,” operating close to failure due to equipment aged over 40–50 years. Heat losses reached 38.48% in 2025, while thermal agent losses totaled 17.5 million cubic meters in 2024.

As of January 5, Termoenergetica’s debts stood at RON 1.6 billion, including RON 1.4 billion owed to ELCEN. Total receivables amounted to RON 723 million, resulting in a net deficit of RON 887 million.

STB faces a similarly strained financial position, with significant arrears to suppliers and ANAF. As of January 16, overdue payments totaled RON 100 million. The company warned that some suppliers have assigned receivables to non-banking financial institutions, with delays risking enforcement actions.
