Romania’s business services sector continues to strengthen its global competitiveness, supported by highly skilled talent, advanced digital capabilities and rapid adoption of AI-based solutions. These findings are outlined in the 2025 Industry Report launched during the 13th edition of the ABSL Annual Conference.
According to the study conducted by ABSL and PwC Romania, more than 280,000 professionals work in this industry, one of the country’s most dynamic economic engines. Companies cite talent availability, strong infrastructure, digital and language skills, high productivity and competitive labor costs as the main drivers for investment.

The average gross salary in the sector reached 13,060 lei, remaining attractive compared to European markets, after a 5.8% rise in 2025. A similar increase is expected in 2026.
The sector has evolved from a cost-arbitrage model to regional centers of excellence focused on expertise, innovation and high-value-added processes. Finance & accounting, IT, HR, procurement and customer support continue to dominate globally. With the growing integration of AI and automation, companies are expanding toward process engineering, risk management, fraud prevention and complex operations.
“Given the current geopolitical environment, Romania remains one of investors’ preferred destinations due to its strong productivity and technical and linguistic capabilities,” said Cătălin Iorgulescu, ABSL Vice President.
The report also highlights significant shifts in the labor market: employee mobility has decreased, average tenure has reached four years, and overall headcount continues to grow at about 5% annually. Job stability, wellbeing programs and solutions for hybrid teams are gaining importance, while 85% of companies have implemented office presence for two to five days per week.
“Industry services will transform significantly in the coming years, with priority investments in AI, automation, industry-specialized services, consulting and risk management,” added Adrian Baron, ABSL President.
Romania benefits from a network of at least ten major cities with over 200,000 residents, considered highly attractive for business services expansion. The country remains a strong, fast-developing market with substantial long-term potential.
