Vertical integration aims to streamline operations within the steel plant
Romania’s Competition Council has approved the acquisition of Phoenix Slag Services S.R.L. by Liberty Galați S.A., the country’s largest integrated steel producer, according to an official announcement. The transaction is part of Liberty Galați’s court-approved restructuring plan, which seeks to optimize production flows by internalising key auxiliary services.
Phoenix Slag Services operates exclusively on the Liberty Galați industrial platform, providing industrial cleaning, slag processing and pig iron evacuation services, with Liberty as its main client.

Through this vertical integration, Liberty will manage these support services in-house, removing the contractual interface with an external provider for on-site operations.
Following its assessment, the Competition Council determined that the acquisition does not hinder effective competition on the Romanian market and raises no concerns regarding market compatibility. The final decision will be published once confidential information is removed, enabling Liberty Galați to move forward with its operational restructuring.
